Construction Project Management & Owner Representation Singapore
Make scope, decisions and variations visible.
Project management connects the owner’s brief to cost, programme and quality decisions. The appointment should define who prepares documents, approves variations, certifies work and coordinates statutory professionals.
Plan your project ↗What the scope can include
Agree the included works, quantities and exclusions before comparing quotations. The following items form a starting point for a site-specific scope.
- Brief development, scope schedules and BQ coordination
- Tender comparison and procurement planning
- Programme tracking and site progress reporting
- Variation registers, cost reporting and decision logs
- Defect tracking and handover-document coordination
Budget planning in Singapore dollars
These are illustrative early budgeting allowances, not verified market averages or a Mint X quotation. Site inspection and a defined specification are needed for pricing. GST, professional fees, authority charges, specialist equipment and abnormal conditions are excluded unless expressly included.
| Scope | Allowance / pricing basis |
|---|---|
| Small-project coordination allowance | S$1,500–5,000+ / month |
| Full project appointment | Fee based on scope, duration and responsibilities |
Approvals and responsibilities
Agree the contract form and administration roles explicitly. Use SIA conditions only where that form is actually adopted; statutory supervision and certification require the appropriate separate appointments.
| Responsible party | Review item |
|---|---|
| URA | Planning or change-of-use review where applicable |
| BCA / QP / PE | Structural design, approval and permit review where applicable |
| SCDF | Fire safety review for affected systems and layouts |
Project stages and timing
Support can start at feasibility or tender stage and continue through construction and handover. The agreement determines attendance frequency and any defects-period services.
- Define the appointment, decision rights and reporting frequency.
- Establish the scope, cost baseline and programme.
- Review progress, record changes and escalate decisions.
- Track defects, final accounts and handover information.
Frequently asked questions
Does a project manager replace the QP or PE?
No. Statutory design, submission, inspection and certification duties stay with the appropriately appointed professionals.
Can a project manager guarantee no cost overruns?
No. Clear scope, contingencies, approvals and change control improve visibility, but site conditions and owner changes can affect the final cost.
