Authority Submission Coordination: BCA, URA & SCDF Singapore
Know which professional owns each approval.
Authority submission coordination brings drawings, supporting information and project decisions together for the appointed professionals. Architectural, structural, fire safety and licensing responsibilities depend on the proposal and statutory appointment.
Plan your project ↗What the scope can include
Agree the included works, quantities and exclusions before comparing quotations. The following items form a starting point for a site-specific scope.
- Approval-route and responsibility-matrix preparation
- Existing approvals and drawing-register coordination
- Architectural QP and structural PE liaison
- Agency-comment tracking and drawing revision control
- Completion and handover-document coordination
Budget planning in Singapore dollars
These are illustrative early budgeting allowances, not verified market averages or a Mint X quotation. Site inspection and a defined specification are needed for pricing. GST, professional fees, authority charges, specialist equipment and abnormal conditions are excluded unless expressly included.
| Scope | Allowance / pricing basis |
|---|---|
| Initial submission-route review allowance | S$1,000–3,000+ |
| QP/PE design, endorsement and agency fees | Separate appointment and project-specific quotation |
Approvals and responsibilities
Review URA planning permission or change of use, BCA structural plans and permits, and SCDF plan approval and completion requirements as applicable. CORENET X applicability follows the current rollout criteria; not every renovation has the same route. As of 29 October 2026, CORENET X is mandatory for new projects with GFA of at least 5,000 square metres from 1 October 2026. Projects meeting that threshold which commenced eligible CORENET 2 submissions by 30 September 2026 may continue there for now. Below 5,000 square metres, submission through CORENET X remains voluntary under the current rollout guidance. The appointed QP should confirm project eligibility and the submission history.
| Responsible party | Review item |
|---|---|
| URA | Planning or change-of-use review where applicable |
| BCA / QP / PE | Structural design, approval and permit review where applicable |
| SCDF | Fire safety review for affected systems and layouts |
Project stages and timing
Approval periods depend on scope, completeness and agency comments. Contractor work dates should remain conditional until required permissions and permits are in place.
- Confirm existing approvals, proposed use and scope.
- Appoint relevant professionals and agree their deliverables.
- Coordinate drawings and submit through the applicable route.
- Resolve comments and complete required inspections and close-out.
Frequently asked questions
Can Mint X coordination replace a QP signature?
No. Only the appropriately appointed and authorised professional can perform the relevant statutory submission or certification.
When is a Fire Safety Certificate needed?
For fire safety works requiring it, owners and their appointed QPs must obtain the applicable SCDF clearance before use or occupation. The QP should confirm the project’s requirements.
